Does formatting C:drive (XP)also removes system files?

If no ,tell me how do I remove Everything from C: accept Sys. files?

Does formatting C:drive (XP)also removes system files?
Of course format would remove everything from your hard drive even System files, there is no safe way to remove just the application files and leave the system files as it is, my recommendation, take a back up of your data and do a complete format.
